Description

Responsible for the day-to-day natural gas utility operation and maintenance activities of:

  • District consists of distribution main, distributions services, and various classes of customers including: transportation, NSP, industrial, public authority, commercial, irrigation and residential with an annual growth rate of approx. 1+%.
  • Certificated and franchised service area consists of 1 county (Yavapai) in Northern Arizona and approximately 9 incorporated and or unincorporated communities, includes major service area of Prescott, Prescott Valley and Chino Valley.
  • Responsible for annual capital budget dollars and reforecasting as required.
  • Responsible for operating and maintenance budget dollars, and reforecasting as required.Provide supervision to 3 direct reports and management to approximately 36 indirect bargaining and non-represented employees plus contract employees as needed.
  • Providing company liaison to Federal, state, and local government officials, contractors and vendors used in course of business, and to customers.

Position-Related Responsibilities:

  • Implement operating and maintenance goals and objectives, passed down from upper management.Provide supervision and direction in organization and monitor, analyze, correct, and make changes as necessary to meet local business unit financial targets and shareholder expectations.
  • Provide input to forecast, plan, prepare, implement, and direct activities of both annual Capital and Operations and Maintenance (O&M) budgets.Support local revenue retention, growth, and other activities.Analyze local variances and make course correction as necessary to meet objectives.Provide recommendation for studies to enhance and reinforce systems and assists in implementing change as needed to promote safety, synergy and efficiencies for organization.
  • Implement and administer local safety programs focused on safety to employees, customers, and general public. Provides direction and supervision, as necessary, for company resources including both company personnel and contractors.Assists in developing assigned employees to meet mandatory federal operator qualifications.
  • Supervises effort to meet or exceed internal and external customer satisfaction. Fosters communication and teamwork in a diverse work environment and leads by example. Assists in developing and participates with company resources in programs relating to safety, public liaison, emergency response and coordination with outside agencies, community and developers, etc.
  • Ensure work and processes are in conformance and compliance with federal safety codes (DOT Part 192, 199), and state and local statutes and requirements.Interprets codes and provides input to management to modify programs, as necessary, to meet pipeline safety and administrative compliance.Keep abreast of federal, state, and local laws and requirements dealing with day-to-day operations. Supervises and provides support and resources to obtain new and renewal licenses and franchises as necessary from local governments and entities to meet local business needs and requirements.Responds and supervises,
  • Maintain liaison with the various City, County and State governmental officials to promote cooperative working relationships. Maintain a positive corporate image with the various community organizations such as the Chamber of Commerce, Contractors Association, United Way, etc.
  • Manage and supervise programs relating to employee union contract compliance, performance reviews, vacancies, discipline, etc.Leads by example and participates in communities served either directly or indirectly.

Management Responsibilities:

  • Ensure that the Company's management principles, policies and programs are consistently practiced and continually support the Affirmative Action Plan.
  • Comply with and administer the terms and conditions of the Collective Bargaining Agreement(s).
  • Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures.
Requirements

Knowledge, skills and abilities:

  • Position requires 5-8 years of experience in the natural gas industry and 3+ years of supervisory experience.Bachelor's degree preferred or combination of comparable education and work experience.
  • Working knowledge of natural gas construction and maintenance practices in transmission and distribution systems and a general knowledge of maps, plans, construction, service, and marketing related functions.
  • Knowledge of Human Resource and management concepts, policies, union contract procedures, accounting, office procedures and budgeting.
  • Must possess leadership skills that will lead a successful and diversified environment and the ability to respond to, supervise, and perform safety sensitive operational and maintenance emergency functions which might include receiving and acting upon emergency release of natural gas.
  • Must have excellent oral and written communication skills. Good working knowledge of computer programs including Microsoft Word, Excel, Power Point, and ability to learn, understand, and use proprietary programs used by the company for billing and collections, construction management and mapping. (i.e.: , Oracle, GIS, etc.)
  • Knowledge of Department of Transportation (D.O.T.) regulations (Part 199, 192 & 40) relating to natural gas industry.Ability to obtain knowledge and understanding of local municipal and state codes, regulations, and franchise agreements relating to service territory and business.
  • Valid AZ driver's license.
  • Each employee who may be required to perform an operation, maintenance, or emergency-response function on a pipeline and/or pipeline facility shall be subject to pre-employment drug testing and then be placed in the company's DOT random testing pool and subject to all phases of DOT testing.  This requirement will remain in force even if the employee performing the "covered functions" and/or "safety-sensitive functions" could/would only perform this function one a week, month, or even once a year
