Puget Sound Energy launches Request for Proposals' as it seeks bids for new energy resources

Puget Sound Energy has launched its 2026 Voluntary Request for Proposals (RFP) for Utility-Scale Clean Energy Transformation Act (CETA) compliant energy and capacity resources. This RFP is seeking bids from qualified parties to supply clean energy and winter peak capacity to meet growing customer demand while complying with Washington state's CETA goals.

PSE will consider power purchase agreements, tolling agreements, ownership, or alternative agreements for CETA-compliant energy, capacity, and storage resources 5 MW or larger using any commercially proven technology that can be online by Jan. 1, 2032.

PSE's current capacity estimates indicate a deficit of 1,556 MW of winter peak capacity and 59 MW of summer peak capacity in 2031. Current energy estimates also indicate that PSE needs to acquire at least 2.9 million MWh of CETA compliant energy by 2030.

PSE filed its 2026 Voluntary Utility-Scale Request for Proposals with the Washington Utilities and Transportation Commission on Feb. 5 and will pursue a resource procurement process that is accessible and fair for all bidders.

PSE is currently developing its first Integrated System Plan for filing with the Washington Utilities and Transportation Commission by April 1, 2027.

PSE's resource procurement process will be accessible and fair for all Bidders. PSE encourages all qualifying Bidders to participate in the 2026 Voluntary Utility-Scale RFP; these include Bidders representing minority, women, disabled, and veteran-owned businesses.

Since the passage of CETA in 2019, PSE has added more than 6,000 MW of renewable energy resources to its evolving resource mix. More than 2,000 MW of that capacity comes from new projects that will serve the energy needs of its customers.
