Welsh Government invests £8 million in MPS to accelerate deep-water offshore wind

March 16, 2026

The Welsh Government has announced an £8 million investment in MPS to accelerate the commercialisation and scale-up of the company's deep-water offshore wind platform technology.

This strategic investment represents a powerful vote of confidence in MPS, our technology and our commercial trajectory. It will accelerate the development and deployment of PelaFlex, the company's next-generation deep-water wind platform designed to unlock one of the world's largest untapped renewable energy resources.

Unlocking the world's largest offshore wind opportunity

Around 80% of the world's offshore wind resource lies in waters deeper than 60 metres, where it is cost prohibitive to install conventional fixed-bottom turbines.

Unlocking this resource is critical to achieving global net-zero targets and securing long-term energy resilience. Yet deploying offshore wind in these deeper waters has historically been complex, costly and difficult to scale.

Marine Power Systems has spent years tackling these challenges head-on - across engineering, logistics, fabrication and deployment. The result is PelaFlex, a flexible deep-water platform solution engineered to deliver a step-change in cost efficiency, manufacturability and large-scale deployment.

Designed from the outset for industrialisation, PelaFlex simplifies fabrication, installation and long-term operations. The result is a practical, scalable pathway for deploying offshore wind farms further offshore, where wind resources are stronger and more consistent.

In doing so, our technology offers a transformative solution for harnessing renewable energy in deep waters, unlocking vast energy resources that have previously remained out of reach.

Accelerating commercialisation and industrial scale deployment

The Welsh Government's investment directly supports Marine Power Systems transition from advanced technology development toward commercial deployment and industrial scale production.

It will accelerate the company's commercial roadmap while supporting plans to develop industrial-scale manufacturing and assembly capability in the UK. This will enable MPS to scale production of its offshore wind platforms to meet growing global demand while creating high-value engineering and manufacturing jobs.

The opportunity is significant

Deep-water offshore wind represents one of the most important growth areas in the global energy transition. By enabling the cost-effective deployment of offshore wind in deeper waters, MPS is helping unlock a major new clean energy industry. One capable of delivering substantial environmental, economic and industrial value.

With the support of the Welsh Government, MPS is now on a clear trajectory toward realising this commercial vision while delivering long-term benefits for the UK's clean energy sector.

A catalytic moment for deep-water offshore wind

Dr Gareth Stockman, CEO at Marine Power Systems, said:

"This investment from the Welsh Government is a powerful vote of confidence in Marine Power Systems, our technology and our team. PelaFlex has been designed specifically to unlock deep-water offshore wind, where the majority of the world's wind resource lies.

With this support we can accelerate commercialisation, scale deployment and help establish the UK as a global centre for deep-water wind innovation and manufacturing. It's a catalytic step toward making deep-water offshore wind a practical reality at industrial scale."

Marine Power Systems is widely recognised as the UK's leading deep-water wind platform developer, with strong technical credibility and growing international market engagement.

Rebecca Evans, Cabinet Secretary for Energy, said:

"This investment in Marine Power Systems is another exciting step in Wales's journey to becoming a global leader in offshore wind, implementing actions of the Offshore Wind Action Plan.

Alongside major projects like Awel y Môr and Erebus, supporting innovative companies like Marine Power Systems helps us build a high-value supply chain, create skilled jobs and help us meet global and national net zero targets. We have the talent, the technology and the ambition and this funding helps turn that ambition into reality."

As global demand for offshore wind continues to grow, the company's technology is enabling the next stage of the sector's evolution - moving offshore wind further out to sea, into deeper waters, and onto a truly global scale.

We are taking offshore wind further.
